Municipal Bylaws

It is a RIDER'S responsibility to know the regulations of where you are riding.

To help our riders navigate the various by-laws within the RCATV riding area, we have compiled below a list for you of the latest Off-Road Vehicle (ORV) By-Laws.  If you have questions or need clarification, please do contact the individual municipalities. For other municipal by-laws across the province, please visit Municipal By-Laws on www.OFATV.org

County of Renfrew

By-Laws: 91-24 To Regulate ORVs on Highways, 81-24 To Govern on County-owned Trails

Description: Regulates ORVs on highways under County jurisdiction, including the K&P Trail and Algonquin Trail section of the Ottawa Valley Recreation Trail

Permissions on Trails: Permitted between 7am – 11pm; No dirt bikes or 3-wheel ATVs; OFATV permit required on County-owned trails

Permissions on Roads: Shall be permitted on County Roads with the exception of Schedule A.

Town of Arnprior 

By-Law: By-Law 6647-16 to Regulate ORVs

Description: This town is home to many Algonquin Trail amenities.

Permissions: ORVs can’t travel between one-half hour after sunset and one-half hour before sunrise. ORVs are able to ride on all roads under the jurisdiction of the town of Arnprior, check by-law 3.5 for exceptions.

Township of Admaston/Bromley

By-Law: By-Law 2004-17 to Regulate ORVs on Highways

Description: This township is located in the area where you can find parts of the Algonquin trail, and Balaclava trail route.

Permissions: Operation of Off Road Vehicles shall be permitted on all highways under the jurisdiction of the Corporation of the Township of Admaston/Bromley

Township of Bonnechere Valley

By-Law: 2015-039 To Regulate ORVs

Description: This township is located in the area where you can find the RCATV Pakkotinna Trail System and the Bonnechere Trail Route

Permissions: Operation of Off Road Vehicles shall be permitted on all highways under the jurisdiction of the Corporation of the Township of Bonnechere Valley

Township of Brudenell, Lyndoch, and Raglan

By-Law: 2015-21 to Regulate ORVs

Description: This township is nestled between the Griffith Highlands and Combermere Trail Systems.

Permissions: That an off-road vehicle shall not be permitted to travel on a municipal roadway (highway) if the exhaust system has been altered over the manufacturer’s recommended decibel level.

Town of Deep River

By-Law: 20-2023 to Regulate ORVs on Highways

Description: This town offers amenities to riders on the Champlain Trail System and the Algonquin Trail in the Upper Ottawa Valley.

Permissions: ORVs shall not travel between one-half hour after sunset and one-half hour before sunrise. ORVs shall not travel upon any municipally owned or municipally maintained lands such as parks, playgrounds, beaches, sports fields, cemeteries, and trails, save and except any designated parking areas made available as an ORV staging area to facilitate access to municipal roadways or adjacent trail networks.

Township of Greater Madawaska

By-Law: 38-2015 to Regulate ORVs

Description: This township is located in the area where you can find the RCATV Griffith Highlands Trail System and providing riders with access to amenities in the town of Calabogie.

Permissions: Operation of Off Road Vehicles shall be permitted on all highways under the jurisdiction of the Corporation of the township of Greater Madawaska.

Township of Horton

By-Law: 2016-35 to Regulate ORVs on township roads

Description: This township has acess to the Algonquin trail and this allows great views of the Ottawa River and countryside along the Algonquin Trail between the towns of Renfrew and Arnprior.

Permissions: Operation of ORVs shall be permitted on all highways under the jurisdiction of the Corporation of the Township of Horton

Townships of Head, Clara & Maria

By-Law: 2018-19 to Regulate ORVs

Description: This municipality will play a key connecting role to the VMUTS trail system, via the Algonquin Trail, once completed.

Permissions: Operation of ORVs shall be permitted on all highways under the jurisdiction of the Corporation of the Townships of Head, Clara & Maria.

Township of Killaloe, Hagarty and Richards

By-Law: 22-2004 to Regulate ORVs on highways

Description: This township is located in the area where you can find the RCATV Settler’s Route Trail System.

Permissions: Operation of Off Road Vehicles shall be permitted on all highways under the jurisdiction of the Corporation of the Township of Killaloe, Hagarty, and Richards.

Town of Laurentian Hills

By-Law: 15-04 to Regulate ORVs on Highways

Description: This town provides amenities to riders on route to the Champlain Hills Trail System

Permissions: Operation of Off Road Vehicles shall be permitted on all highways under the jurisdiction of the Corporation of the Town of Laurentian Hills.

Township of Laurentian Valley

By-Law: 2018-07-040 to Regulate ORVs on Highways

Description: Laurentian Valley is home to the connecting trails of the Algonquin Trail and B-Trail. It also boasts home to the Barron Canyon Trail System and northern section of the Pakkotinna Trail System.

Permissions: ORVs permitted on all roads within the jurisdiction of the Township of Laurentian Valley with some exceptions. Check Schedule A of the bylaw below.

Township of Madawaska Valley

By-Law: 2005-12 to Regulate ORVs on Highways

Description: This township is located in the area where you can find the RCATV Opeongo Trail System and RCATV Combermere Trail System.

Permissions: Operation of Off Road Vehicles shall be permitted on all highways under the jurisdiction of the Corporation of the Township of Madawaska Valley

Township of McNab/Braeside

By-Law: 2020-56 to Regulate ORVs on Municipal Roads and Property.

Description: This town allows great views of the Ottawa River and countryside along the Algonquin Trail between the towns of Renfrew and Arnprior.

Permissions: ORVs shall be permitted on all municipal roads under the jurisdiction of the Township of McNab/Braeside.

North Algona Wilberforce Township

By-Law: 2016-05 To Regulate ATVs

Description: This township is located in the area where you can find the RCATV Pakkotinna Trail System

Permissions: May be driven on the shoulder of the highway in the same direction as the traffic using the same side of the highway. May be driven on the roadway if there is no shoulder; or the shoulder of the highway is obstructed and cannot be used by the All-Terrain Vehicle.

City of Pembroke

By-Law: 2017-69 ATV By-Law

Description: The City of Pembroke is the central connector for the Algonquin Trail and the B Trail.

Permissions: No person shall operate an ATV along any road or part of any road except as described in “Schedule A” (amended in 2019 and 2023).  No riding in a construction zone. No riding between March 15 and May 1.

Town of Petawawa

By-Laws: 1597/23 and 1664/24

Description: This town is home to many Algonquin Trail amenities, and in this area you can find the RCATV Barron Canyon Trail System.

Permissions: ORVs are permitted to travel within the Corporation of the Town of Petawawa on select roads and at designated and signed intersections. See the By-Law for clarity.

Town of Renfrew

By-Law: 59-2015 to Regulate ORVs on Highways

Description: The Town of Renfrew is located in the area where you can find the Algonquin Trail and K&P crossroads.

Permissions: ORVs shall be permitted on all roads, with some exception please review the By-law.

Township of Whitewater Region

By-Law: 16-06-870 to Regulate ORVs on Highways

Description: The township of Whitewater Region has a scenic route along the B Trail to the Ottawa River.

Permissions: May be driven on the shoulder of the highway in the same direction as the traffic using the same side of the highway. May be driven on the roadway if there is no shoulder; or the shoulder of the highway is obstructed and cannot be used by the All-Terrain Vehicle.
